The short answer

Fresh Start was a 2011 IRS initiative, not a program you join. Parts of it still exist, like the lien withdrawal options. Ads that promise "Fresh Start" forgiveness are twisting it. One Fresh Start option lets you ask to withdraw a lien notice if you owe $25,000 or less and pay by direct debit.

Another lets you ask for withdrawal after the lien is released, if you have filed and paid on time for 3 years.
